Fans don’t talk, but it is possible to imagine that they do. What is it, then, that sounds like the fan’s chatter ?
Answer:
When the fan's motor is not lubricated, the rotating of the blades produces an unusual sound. The poet refers to it as "fan chatter." We can envision the sound made by a fan "talking" to us as well. We may interpret the sound anyway we like. It all depends on how our minds are operating at the moment.

Answer: (i) The chatter is electrical since the fan is powered by electricity or works with it.
